When public safety began to emerge as a growing concern in the City of Norwalk, City Manager Jesus Gomez didn’t wait for the problem to escalate—he solved it. What began as a challenge to reduce crime in local parks quickly evolved into a broader mission: to create public spaces that are not only safer, but smarter, more inclusive, and fully connected. 

“Public safety can get very expensive. We needed a solution that was not only cost-effective, but scalable, and immediate. Technology gave us that edge,” said Gomez. “But we didn’t stop there, we saw an opportunity to deliver something greater: digital equity for our underserved residents.”

The Solution:

Creating Secure, Connected Hubs for Community Life  

Working with C1, the city deployed a combination of Verkada smart cameras, Nokia 5G routers, and Cisco Meraki access points across 12 parks—turning them into secure, connected hubs of community life. These technologies were deployed using a multipurpose design; they were strategically positioned to ensure connectivity anywhere in the parks while also monitoring and increasing safety for high-traffic areas like restrooms, playgrounds, and sports facilities, all while respecting privacy and optimizing connectivity coverage.

The Result:

From Crime Reduction to Digital Equity: Norwalk's Success Story   

The impact was immediate and measurable. Crime dropped. Evidence-based policing improved. And students from underserved households now have free Wi-Fi in their local parks to complete homework and access essential services.

Norwalk didn’t just install cameras and routers. It redefined what public infrastructure can do when vision meets execution. Residents quickly embraced the change, and city staff now use a dedicated app to monitor parks in real time. A centralized LED display at city hall provides live feeds, giving public safety immediate situational awareness.  

C1’s end-to-end services—from planning and installation to management and support made it possible to move quickly and efficiently. And that efficiency didn’t come at the expense of quality. In fact, the success of the project earned the city federal recognition, community trust, and a scalable model ready for replication.
